  • Tom Devivo

    Mayor

    I'm Tom Devivo and I'm running for a third term as Mayor of Windham because while I am proud of the progress we have accomplished, there is more work left to be done. Our town and the people who live here have so much heart and I want to continue to build Windham so that the rest of the state can see it the way we do. I want to improve our image, repair broken fences and make Windham schools great. I know that restoring economic opportunity for all is the way to break cycles of poverty, and I want to deliver quality and affordable housing and safer streets.

    In the last several years through collaboration with the state we have built a state-of-the-art community and senior center, a parking garage that provides needed parking to downtown businesses and renovated our high school to better serve our students - with a 95% reimbursement rate from the state which saved taxpayers millions of dollars. This year we delivered a no tax increase budget that keeps our town moving forward. After sitting vacant for 30 years we sold 804 Main Street to a developer who will transform a vacant lot into 60 new apartments and retail space. This is a great start, but there is more to be done and I hope that Windham voters will allow me to continue leading us down a brighter and better path.

    Being Mayor is about serving the people and through wise investments, fiscal responsibility and ensuring our town is a safe and welcoming place for everyone - I think that we can continue to bring Windham into a new era.

  • Dawn Niles

    Town Council - At Large

    Hi I'm Dawn and I am seeking your vote once again for Town Council serving at Large. I have served this town in many different capacities, as a treasurer of a local volunteer fire department, as a volunteer and co-organizer of Windham Willimantic CARES (still), a member of Planning and Zoning Commission, as a volunteer fire police, as a member of the Board of Selectman, as a Registrar of Voters, and currently as the Chair of Windham Sustainable CT Commission and a member of the Windham Town Council.

    To me being a member of this community means giving my all to make sure that Windham is moving forward. This means doing more than just casting my vote for things….it means rolling up my sleeves and making sure things move forward. I am very pleased that we were finally able to get a dog park in this town as well as pickle ball; but we can’t stop there we must continue to make this town viable and enjoyable. I pledge to continue this effort.

    During Covid I helped spearhead the Governors initiative to ensure our residents safety. I also served as the Northeast Commissioner for the Governor's task force dealing with the Drug Companies Opioid Issue for 4 years.

    My initiative now is to help reduce our tax burden by reducing our waste output. Soon Windham will be starting a PILOT program (the 1st in the state) composting our own food waste. We are also looking into Geothermal energy alternatives. These efforts will reduce the tax burden but also make Windham a Climate Leader.

    On a personal level, I am a resident of this town for over 65 years, married to my husband Lloyd for 52 years. We have one wonderful son Josh and now three grandchildren, Zander, Izsak and Mackenzie…and nots not forget our daughter in law Jess…all of us volunteer in this community ensuring that this town moves forward .

    Hello, Willimantic. My name is Clinton Adams, and I have been a sitting councilman for six years and also a longtime resident of this beautiful town.

    I am far from perfect as well as our town is far from perfect, I am willing to continue to work hard not only to take care of my family but also To continue to bring changes for the better and the growth of our community As a unit this can be done I will continue to look as I walk through our town taking notice of the issues therein I will bring to the table, my thoughts of a solution so that we as a town can continue to rise from the residue of its negative past , i look forward to your vote so I can be a part of the Comeback of WILLIMANTIC.

    1) 1 st Vice President of the Windham/Willimantic Branch of NAACP currently in my 3 rd term in this position. Advocating civil rights for adults and children.

    2) Worked on the Norwich Heroin Task Force for over 5 years working with other agencies to advocate for better services for people who suffer from mental health and substance abuse.

    3) As councilman I will continue to push for better education facilities for our students.

    4) As councilman I will continue to work to improve our community to help bring in new businesses and employment opportunities for our citizen.

    5) As councilman I will continue to push for a Civilian Review Board for the city of Willimantic something I strongly believe we need to help improve relationships with our citizens and the Willimantic Police Department.

    My name is Edelmiro Rios. I was Born in Lares, Puerto Rico but was raised in Willimantic CT from the age of 6 years old. I’m a father of 3. I’m Vice President of the Willimantic Latino Lions Club also Willimantic Town Council. I’m also a DJ and have 2 Latino Radio Shows one on I98 and WECS 90.1FM. I will be running again this year for Town Council and I hope I get your vote.

  • Mary Ann Daly

    Board of Finance

    Mary Ann Daly has been serving on the Windham Board of Finance, which oversees the community’s annual expenditures, revenue, bonding, debt service, and investments in infrastructure since 2020. She has worked diligently to ensure the town’s commitments—from education to civil services—align with its residents’ fiscal capacity and values. 

    Previously, she held a seat on the Windham Zoning Board of Appeals for more than a decade. 

    Mary Ann works as a Legislative Assistant with the Connecticut Department of Transportation’s (CTDOT) Office of Legislative Affairs. Mary Ann works as the department’s contact for inquiries from state legislators regarding CTDOT operations, projects, programming, and responses. 

    Prior to CTDOT, she served for over 25 years as a Senior Constituent Engagement Coordinator for the Connecticut House Democratic caucus. In this capacity, Mary Ann provided frontline public service, assisting constituents passionate about policy issues, navigating government services, or seeking help to improve their quality of life. 

    Mary Ann resides in Willimantic with her husband, children, and their mischievous dog.

  • Tyler Griffin

    Tyler Griffin has been a life long resident of Windham, attending Windham Public School and graduating from Windham High School and Eastern CT State University. Tyler has been a member of the Board of Finance for 16 and has been the Chairman for the last 6 years. Tyler also is currently serving on the HS Renovate as New Committee. Tyler has worked to ensure that the budgets are fair and balanced, enhanced communication between the Town Council and Board of Education, and strengthen the Town's fiscal future.

    Peter Hughes lives in South Windham. He is seeking re-election to the Board of Finance. Peter and his wife Paola raised their two children in Windham, both of whom graduated from Windham High School. Over the years Peter has been involved in various community activities, such as coaching youth baseball and soccer, and being involved with School PTOs. Peter also served on the Town of Windham's Ethics Commission for five years.

    I'm Garnet and I am a local small business owner who is focused on investing in education, supporting economic development and making Windham more affordable. I graduated from ECSU in 2015 and while a student I began working at a local restaurant. I quickly fell in love with the community and have watched downtown Willimantic shed its negative reputation and grow into a new era.

    Today, as an owner of a small business on Main Street and a member of the Board of Finance, I am eager to continue supporting this momentum by attracting economic development in order to increase our tax base and provide relief for residents while giving our students and teachers the tools they need to thrive.

  • Paula Haney

    My husband Bruce and I have lived in the Town of Windham since 1976. We have three sons who all graduated from Windham High School, going on to successful careers.

    I am a physical therapist, a graduate of UConn and presently retired from my 30+ years as Rehab Director at St. Joseph Recovery Center.

    I have had the privilege of serving on the Windham Board of Education early in my tenure as Secretary as well as Chair of Student Services and Co-Chair of the original Magnet School Building Committee, and more recently as Chair of the Personnel Committee.

    As a Board of Education member my greatest joy is attending Windham High School graduation ceremonies, learning the amazing accomplishments of our graduates and their future endeavors.

  • Catherine Aillon Pomo

    Catherine Aillon Pomo is a parent of three students at Windham Public Schools.  Her connection to WPS began as a student teacher at North Windham School where she continued to teach and coach for the following 12 years. As a parent, she has been involved with the School Governance Councils at Windham Middle School and Windham High School, and supports schoolwide and athletic events. Currently a teacher in a different school district, she understands the inner workings of how schools function and is aware that different districts have their unique challenges. She believes that WPS has many strengths anchored in its students, dedicated teachers and supportive parents. She looks to advocate for WPS to meet the needs of all students and continue successful programs, listen to concerns from the community, find ways to improve communication among stakeholders, and secure financial responsibility within the district to leverage the best outcomes.

    Hello everyone!  My name is Jared Leitzel.  I am seeking reelection for the Willimantic Taxing District because I care about our community.  This would be my 5th election, having served on the Board of Assessment Appeals three times and successfully helping the Willimantic Fire and Police Departments this last term.  My goal, as it has been for my entire time, is to make sure Government works for you with the best bang for your hard-earned bucks.  I truly believe the future of our City is ahead of us and I ask you once again for your support, and of course, your voice to help guide me.

    I have lived in Windham for 17 years, being a Willimantic homeowner for 16 of them.

  • Adam Richardson

    Willimantic Taxing District Board of Directors

    Re-elect Adam Richardson to the Willimantic Taxing District Board of Directors. Adam has a clear record of success and is committed to fiscal responsibility and community engagement. As a key member of the board, he co-authored a bi-partisan budget proposal that was the only one to be approved by voters, proving he can deliver on his promises. This budget maintained essential funding for Willimantic's Fire and Police departments while preventing an increased tax burden on residents.

    Adam also took the lead in addressing the community's on-street parking concerns. By spearheading conversations with fellow board members and the Town Manager, he initiated a charter revision process to give the Taxing District control over parking, ensuring the board can directly respond to resident and business needs.

    His leadership and dedication have earned him significant trust from his colleagues. They have entrusted him to represent the board in ongoing firefighter contract negotiations; and the Fire Chief asked him to serve on the three-member panel during the interview process for a new Deputy Fire Chief. Adam received unanimous support from the other board members when he expressed his desire to be named Chairman of the Board for the next two years.

  • Susan Hunter

    Susan is a highly experienced, results-oriented, compassionate, creative, strategic, and inclusive non-profit leader. She has 20+ years of experience in financial and operational management and organizational leadership for nonprofit organizations such as WAIM, Project Hope (formerly Windham Region No Freeze Project), Generations Family Health Center, CHR and Reliance Health. She is currently the Chief Financial Officer at Sound Community Services in New London, CT a non-profit that serves adults who are diagnosed with mental health and substance use disorders.

    Susan earned her Masters in Business Administration from Nichols College in Dudley, MA where she graduated with honors. She is an Associate Certified Coach through the International Coaching Federation and has her Certificate in Diversity, Equity and Inclusion through Cornell University.

    Active in her community, Susan has served on the boards of many non-profit organizations such as Project Hope, The Non-profit Alliance of Eastern CT, The Sexual Assault Crisis Center of Eastern CT and the Windham Area Interfaith Ministry. She currently serves on the board of The Northeast Connecticut Community Development Corporation (NCCDC). She has served in leadership roles on many of these boards. She is also a member of the Willimantic Lions Club where she can join forces with likeminded individuals who are compelled to make a difference.

    Her prior civic service includes serving on the Windham Town Council, The Windham Sustainable/Energy Committee, the Town of Windham Census Complete Count Committee and the Town of Windham Charter Revision Commission.

    In her spare time, she paints, hikes, cycles, paddleboards and is studying the martial art of Krav Maga.

    She has lives in her a 128-year-old Victorian home in Willimantic with her husband, Ryan Jacobs, her amazing 17 year old son, and Ryan’s seven- and nine-year-old boys. They also share a home with their dogs Gizmo, Gracie and Abby and their cats Eddie and Diz and their Bearded Dragon Zoey.
